Family Support Services of North Florida is the lead agency for foster care, adoption, and family preservation in Duval and Nassau counties. They provide services and programs to help prevent child abuse and neglect, to promote a healthy family environment, and to care for children in foster care.
An unknown fact to many is that the Florida Department of Children and Families outsources child welfare services to various agencies across the state. Family Support Services is that organization for North Florida. They then contract with other organizations with various specialties to provide those services. Subcontractors include adoption agency Children’s Home Society, child services agency Daniel Kids, child welfare agency Jewish Family Community Services, and behavioral health agency Mental Health Resource Center.

In the news
Family Support Services has been in the news recently. An investigation into child deaths found that Jacksonville had the highest rate deaths in families known to the child welfare agency. This suggested the welfare investigations and responses of FSS were inadequate.

The harsh reality uncovered by the I-TEAM is that sometimes those families known to DCF and Family Support Services still end up having children die.
Statistics on the DCF’s website show that 48 percent of child deaths the agency investigated in Duval County over the last five years were in families known to the agency. That percentage was higher than the percentages in jurisdictions with large cities, including Orlando, Miami, Fort Lauderdale and West Palm Beach.

Our Conclusion
Family Support Services of North Florida is the lead agency for a tough subject. This can lead to some criticism – maybe some deserved, maybe not. They spend their money efficiently and we give them a RECOMMEND rating, and while they do run some of their own programs, it may be easier to contribute directly to the organizations they fund.
